Incorrect tab placement for items which are not counted and rejected by admin in pending review section

Current behavior

Items rejected by the admin are displayed in the Not Counted tab.

Expected behavior

Items rejected by the admin should only be visible in the Counted tab, not the Not Counted tab.

Steps to reproduce the issue

Log in as a Store Associate. Navigate to the Pending Review section and open the Normal Count. Check the Not Counted tab. Identify items that were rejected by the admin from the admin screen.

Remove rejected item without quantity from counted tab.

Issue verified and working fine in v2.9.0, hence closing this ticket.
