Create autocomplete project search [ Rework on #1859 ]

This PR closes https://github.com/hotosm/tasking-manager/issues/1850 . The endpoint returns the project_id and name matched given a keyword

How to test: XGET /api/v2/projects/queries/auto-complete/?keyword=colombia There are too many conflicts on https://github.com/hotosm/tasking-manager/pull/1859 to merge so this PR is a modification on #1859
