Add project leader field to projects

Add option to define a user that would be a project leader. This issue was brought by the HOT community team.

Some organizations have a few managers that are responsible by creating and editing their projects, but their projects are led by someone else. So we need to:

• [ ] include the project_leader field to the Project model (it should be optional)
• [ ] Add it to the project edit form so the organization managers can select any TM user to be the leader
• [ ] Show that information on the project detail page, so the users can know who to contact if they have questions about the project
• [ ] Include the project leader on the notifications related to the projects

@willemarcel - sounds more like a coordinator for a project, is there any specific preference on the term to be used?

@ramyaragupathy I'm avoiding to use "coordinator" because on the project detail page we state that the project is coordinated by an organization.
