Add OEG Report

This Pull Request is part of the GSoC' 20 project, for adding the Automatized support for Organised Editing Guidelines in Tasking Manager. It will be updated in the next weeks with part of the new content.

Just merged with the develop branch. I think it's OK to be merged, please let me know if anything goes wrong when you test locally.
