Dark Theme Mode

Capturing a request from today's meeting to support dark theme in Tasking Manager.

It could eventually use this CSS method https://drafts.csswg.org/mediaqueries-5/#prefers-color-scheme and automatically switch to dark them based on user OS preferences or configured in TM personal settings.
