Describe the bug The cookies banner cannot be dismissed except by clicking on "I agree"

To Reproduce Steps to reproduce the behavior:

1. Go to https://export.hotosm.org/en/v3/ with an incognito browser window
2. Click on "I do not agree" on the cookies banner on the bottom

Expected behavior The cookies banner disappears, with no consent to use non-necessary cookies. Instead, nothing happens.
