[DEVOPS] Create CI pipelines to test multiple Python versions

Create fresh or modify existing CI Pipelines to test Export Tool backend with multiple versions of Python including:

  • Python v3.6.10
  • Python v3.8.x
  • Python v3.9.x
  • Python v3.10.x
  • Python v3.11.x

This may be blocked until Django major version is bumped.
