Zoom range for mbtiles seems restricted to the most detailed one

Do not know if related to https://github.com/hotosm/osm-export-tool/issues/371, but eg https://export.hotosm.org/en/v3/exports/bad01526-b77b-4ee8-8743-1404b21dd4d8 that is supposedly covering z0 to z18 only displays I think z18, and nothing when zooming out. Tested in QGIS 3.18 and KoBoCollect.
