Add OSMAnd OBF format back to documentation

The OSMAnd format obf was removed at some point in time and added back later in commit ee83366

Unfortunately it was never added back to the documentation from where it was deleted in commit 1336ec8

Just to clarify for people working in this repository: the mention cited above refers to the staging site of LearnOSM which contains documentation about the export tool.
