Create gem-based theme for future microsites

One advantage of Jekyll is that we can publish the styles as a gem-based theme. This style/theme can then be used as the base for any new jekyll site: https://blog.github.com/2017-11-29-use-any-theme-with-github-pages/. The thinking here is that new jekyll-based microsites within HOT can leverage a starting point with the right styles.

Need to research what we need to do to get this working with Github and rubygems.org
