Replace osm-fieldwork CSVDump with ODKParsers

Is your feature request related to a problem? Please describe.

  • https://github.com/hotosm/osm-fieldwork/pull/269#issuecomment-2212525627
  • odk_merge was removed, along with CSVDump in the latest osm-fieldwork release (0.13.0).

Describe the solution you'd like

  • Replace usage of CSVDump with ODKParsers.
  • The API is basically the same, so it should be quite easy.

Additional context

  • This should be complete in the same PR that osm-fieldwork is upgraded to v0.13.0.
