Project import endpoint

Is your feature request related to a problem? Please describe.

  • Following on from https://github.com/hotosm/fmtm/issues/1630
  • We need a way to get data back into FMTM from an archive format.

Describe the solution you'd like

  • An import endpoint that accepts a zip file.
  • The zip is unpacked and relevant endpoint logic called to re-create the project as it was before.
