Replace PWA for management website with PWA for mapper app only

Is your feature request related to a problem? Please describe.

  • Currently we use a PWA.
  • There is a small issue with it requiring double reload after redeploy https://github.com/hotosm/fmtm/issues/1313
  • We don't need a PWA for the management dashboard, with caching etc, as this is primarily done in the office.

Describe the solution you'd like

  • Remove the PWA from the main website.
  • Make the new mapper 'application' page a PWA, so we only have caching for a single page, including basemaps and task statuses etc.
