Flower is not performing properly

Describe the bug

https://flower.fair.hotosm.org flower is not up to date, it is always late and can't see a started task in it

To Reproduce Steps to reproduce the behavior:

1. Go to any model training
2. submit a new training
3. go to flower
4. when the training is picked up and started running, it doesn't show on flower till it is finished successfully or with failure

Expected behavior flower is always up to date with all task
