For what it's worth, Openstreetmap-carto does not render places (As far as I can tell) that are tagged as areas.
( #159 was an example of this).

What approach should we take if implemented? Creating a separate layer for places that areas, so there is place-point and place-area layers, similar to poi-poly and poi-point?
