Bug: rendering of name for neighbourhood
A neighbourhood tagged on an area renders the name with small letters, whereas a neighbourhood tagged as a single node renders in capital letters (this is for zoom level 15 and closer).
Also, a neighbourhood name is the same size as the name of the village it is within, which might make it difficult to distinguish which is the name of the village on closer zoom levels.
See attached screenshot, where LOG-LOGO (single node, not area) is the village name, MANYATTA JUU and MERTI are neighbourhoods with a single node, and Manyatta Bule is a neighbourhood on an area.

The example that westis cited no longer exists. The cause of 'Manyatta Bule' to be rendering in Proper Case letters is because it was tagged as landuse=residential (as well as place=neighbourhood)
With the landuse=residential tag now removed from that closed way, the actual bug is that the name of closed ways tagged place=* is not rendered.
Close this for the other bug.
