motorway labels display at z10+
Regardless if this is correctly tagged or not, I don't think motorway labels should be displayed at zoom 10. The most important highways in other places are often not motorways either, so I'm guessing this wasn't a conscious design decision by you ?

Given the fact that there is no motorway in Haiti, we can say that at this stage motorways rendering is not curated, and should be ;)
I had a look at this in the stylesheet. Currently the motorway and primary render labels at >z9 (which means they actually start at z10), and primary, secondary, and tertiary all start at >12 (so z13 really).
My suggestion is that we switch all of these to >= instead of just > for readability in the stylesheet. As for what zoom level they should start to render at I am not sure. It almost seems to me like they should show up before z10 since A) the low zoom levels are currently pretty empty, and B) they are then useful for planning long journeys from one place to another by just getting names of the major, intercity roads you will take to get there.
On the other hand, people rarely use slippymaps or map tiles to plan a route manually anymore anyway, so maybe they shouldn't show up until fairly far in z12 to z14 range maybe, and just use them more for local landmarks. This leaves us a lot of nice blank space on the lower zoom levels to show town names, something most online slippy maps (the default 'mapnik' rendering especially) are pretty bad at. I think of the two options this is probably better, leave the low zooms for admin boundaries and town/country/etc names.
I guess which one to choose (start showing them very early, or very late) depends on the typical use case we imaging people will use this rendering for.
I don't think road labels can be readable, and thus useful, at low zoom levels.
One thing we can do is to start rendering shields with roads short name (lie RN10, A22...), which is not done at the moment, and so I think we can render them from 9/10 for primary, trunks, motorways.

+1 on using >= instead of > for zoom levels, it's standard carto practice to do that (although why escapes me at the moment)
+1 also on leaving the low zooms on town/country/etc names, although administration boundaries are important (within countries, like admin levels >=6) enough to display at a low zoom levels ? Would like to hear some field workers and local mappers opinions on that.
