CB-18885 [API E2E] Introduce new Monitoring L0 tests to the MOW-Dev Jenkins jobs

Runtime 7.2.15+ pre-warmed images with Common Monitoring are available for now. So we can use default images where smon-exporter, cm_health_check_info and request-signer's error_count with success_count are working properly for now at metrics endpoints.

So we can add these test cases to the L0 Promotion suite on Jenkins MOW-Dev E2E.

Furthermore we need to add the integrationtest.telemetry.remoteWriteUrl as environment variable to the E2E tests Docker container.
