Message files are missing from iCloud backup

Recently, I tried downloading the iCloud backup of my iPhone running iOS 11.4.1 and found that sms.db and attachments files are missing.

Is this a problem with iOS 11.4.1 or the tool?

the tool, since the Icloud's changes due to IOs 12 the tool is unable to deliver the assets.

Yes. It affects any iOS version.
