Hide empty rooms from list

On our server, empty rooms are basically all garbage/leftovers, and completely uninteresting or misleading for people looking at the directory. I suspect this is similar for other servers. In any case, I don't see much value in advertising empty venues in the first place.

So, I would like to propose hiding empty rooms from the public directory by default.
