Feat: Add managing sway to turn-off-monitors

I basically need this script for the existing ability to turn off displays for the existing display environments, and just need to add handling sway as well. I'll actually write the code for this enhancement, and open a PR for it, just adding this as a tracker for my own purposes.

I don't have sway, so it'd be a tough ask, but I'm more than interested in a PR!
