Cannot download backups through the MacOS or iOS apps

Describe the bug Backups cannot be downloaded through the app. Clicking the download button does nothing. Downloads can be downloaded through Safari (web), but the app can't handle downloads. Note this impacts both the MacOs and iOS versions of the app and has been an issue ever since I started using both about 5 months ago.

To Reproduce Go to Settings -> System -> Backups and create a back up. Then try to download it.

Expected behavior A popup should ask where to save it or it should just download to Downloads folder
