Exit Zone trigger generated when exiting a Passive zone

Describe the bug. Home Assistant Core 2023.2.0b4, HAOS v11.5.rc3 I have a passive zone set up for testing iCloud3. During testing, I have noticed that the iOS App does not issue Enter Zone triggers for this passive zone but it does issue Exit Zone triggers.

To Reproduce Set up a passive zone and exit it. Expected behavior An Exit Zone Trigger should not be issued for a passive zone. since it was never entered. The Exit Trigger with the one name shows in the Event Log.

1. Not related specifically, but it would be nice to add the zone name as an attribute when an enter and exit trigger is issued.
