Fresh install restore backup silently fails due to wrong supervisor version

Describe the issue you are experiencing

Setup a fresh install of Home Assistant on a Raspberry Pi 4 and attempted to restore my backup.
The backup was taken on a version with the very latest update to supervisor which the Pi didn't have.

The first run setup accepted the backup file and said it was restoring but after several hours I cancelled and nothing had happened.

Later, I did a fresh HA Install and a new setup. Once I was in I then tried to restore from that environment.
At that point the UI told me the backup was made with a newer supervisor than what was installed.

Describe the behavior you expected

The first run setup should have indicated that the backup was created with a newer version of supervisor and couldn't be used.

Steps to reproduce the issue

  1. Create backup with newer HA supervisor version
  2. Setup a clean install
  3. Attempt to recover the backup to the new install
