Fallback panel for when supervisor fails to load has bad links

Describe the issue you are experiencing
When the Supervisor dies, you get the following screen:

- The observer link links to
http://homeassistant.local:4357/while the UI is hosted on homeassistant-office.local. - The system health link doesn't work

Both links should work.

Bonus: when supervisor breaks, clicking on an add-on in the sidebar brings this beautifully unstyled page

And hardware page also has an unknown error
