ZHA network settings API
Proposed change
ZHA has a websocket API to read network settings from a running coordinator, but it does not have an API to read network settings with Python alone. This PR implements the latter and includes a way to read network settings with a fallback to reading them from zigbee.db.
- This PR appears large only because I renamed
zha/api.pytozha/websocket_api.py. - Waiting for https://github.com/zigpy/zigpy/pull/1164, as CI will not pass otherwise due to a database thread cleanup issue. It isn't affecting real-world usage, since the thread takes about 200ms to clean up, but
appdb.shutdown()doesn't wait for this to actually happen.
