`Scheduled maintenance` notification without cloud setup

The problem

Today many users have received notifications about the scheduled maintenance of Home Assistant Cloud infrastructure, regardless of whether they are using Cloud.

HA Cloud is an optional paid service. Users who are not using the Cloud integration should not receive such notifications.

❗ The more important is the fact of such possibility for Nabu Casa to send notifications to HA instances without the cloud being set up and even with analytics being turned off.❗

P.S. Even though not connected to the issue directly, I would like to suggest an improvement of the text of the notification. Mentioning cloud once would help users understand what is going on, so no such questions would appear.
