Add ntfy.publish action to ntfy integration

Adds an action ntfy.publish that builds on top of the notify entity and allows using additional functionality of the ntfy service. Currently it supports all functions except action buttons and file upload

also, even though it's an entity service I think it's important to add documentation for those, as services are otherwise hard to discover imo
