Separate steps for openai_conversation options flow

Proposed change

Break down the OpenAI options flow into 3 separate screens:

  1. Basic settings (prompt, llm_api)
  2. Advanced settings (only if the user did not select "recommended settings" on step 1)
  3. Model-specific settings (reasoning effort, search tool)

The format of the config entry itself is not changed.
