Fixed Time is triggering at the wrong time

The problem

I have a simple automation that is supposed to turn on a light at 6:00pm (18:00). When I set the fixed time using my Firefox browser (which is in 24hr time for some reason) I type in 18:00:00 but top text says "When the time is equal to 13:00". If I go look at that same automation in my Brave browser (which uses AM and PM) it says "When the time is equal to 6:00pm" which is the correct time. The automation actually ends up triggering at 14:00 (2:00pm). What is going on here? Nothing is making sense.
