Has "Retain History When Renaming an Entity ID" Stopped Working?

The problem

I've recently renamed some entity IDs and noticed that their history disappears. When I revert the IDs to their original values, the history reappears. I came across pull request #89963 and am wondering if it might have stopped working or if there's another issue at play.
