Reduce complexity of _sorted_statistics_to_dict

Since dictcomps are inlined in cpython 3.12 we can avoid writing these out as the performance is comparable by switching to dictcomps. For some paths its a bit faster since row_mapping is now built once before _build_converted_stats/_build_stats is called and we don't end up enumerating rows we do not need https://github.com/home-assistant/core/pull/123936/files#diff-39951366dd56691c4e51988078d3295e0ba6fc8a6089f719ac4f054886435608R2167
