Send MEDIA_ANNOUNCE flag to ESPHome media_player

The media player integration supports a specific flag which is set when the playing audio is an announcement. This pull request (PR) introduces support for this flag within the ESPHome media player integration.

Sending the flag via the esphome api requires an updated protbuf definition: https://github.com/esphome/aioesphomeapi/pull/871
