No icons on Hue 'effect' selector, empty placeholder

The problem

moving from https://github.com/home-assistant/frontend/issues/19741

as title, with the new Icon options, we now get a Effect selector with 'empty' icons

filed it as Frontend, but it was suggested

the new icons flow wants these to be defined by the hue integration

which it obviously doesnt.

missing some icons too:

I already had this error with the beta versions but only with the apps and they were all changeable icons, everything was ok in the browser. With the apps (iOS and Android) only deleting and reinstalling helped.

@julio8a please keep this issue on the Hue effect selector, and open a separate one for other places. simply stating 'I'm missing some icons too' doesnt help this issue, nor your own.

(btw, if custom cards are involved: update those, refresh cache and reload. if persisting, open an issue on the custom card)

This is not a bug, but a feature request. Integrations are not required to provide icon (as a matter of fact, they may not be able too; for example in cases they are dynamic).
