openthread_border_router: Bump flasher to v0.1.0 and reset RCP adapter on startup

Should address #4210. This is meant to be rebased after #4220 is merged.

The Python package bump exposes a reset() method that better aligns the startup migration script with the OpenThread Border Router startup routine.
