Google Home shoes all matter over thread devices after pairing offline
Describe the issue you are experiencing
I have a zbt-1 dongle in thread, openthread border router installed and matter server. I paired two matter over thread devices at all systems (Apple, Alexa, Google, Home assistant). The two matter over thread devices working everywhere except google home. The interesting thing, in Google home I can see the fabrics and I can start with paring (I receive the pairing code in google home!)
The "funny" thing. I installed also the "Home-Assistant-Matter-Hub" and reshare the two devices. I paired this matter hub with google, and then this devices are working.

Steps to reproduce the issue
- Install all required addons (Thread, Openthread border router, Matter, Matter server)
- Pair the device with google home, it will be paired, goes after paring to offline (but as written above, I can see the fabrics in google home and I also can get a pairing code)
- Pair the devices with Alexa, Homekit, Home assistant -> no problems and everything is working as expected ...
