Teach users to use Github Copilot on repository

The Github Copilot (beta) on the repository is a much better search engine than Sphinx built in search engine. In addition its also a programming assistant. Users can be greatly helped by it and we should help them get started.

I don't think users have access to it by default; we likely do because we are doing OSS.
