Add the ability to easily add a range tool / minimap

HoloViews makes it easy to create a "minimap". hvPlot should offer an API that makes it straightforward to generate this sort of layout.

The name of this feature usually includes "range", although not always:

• HoloViews: RangeToolLink
• Bokeh: Range tool
• Pandas-Bokeh: rangetool
• Plotly: Range slider
• HighCharts: Range selector
• ECharts: Data Zoom
