landuse_classification: Run tests and attempt to build on the CI

I had to skip trying to run tests for landuse_classification for now, it has no small test dataset and apparently running the whole notebook takes a while, in particular when fitting the model:

So for know I've skipped the tests and evaluating the notebook on the CI, and committed the evaluated notebook to the repo.
