Add Auto Dependency Resolver

Joly0 came out with a good idea to auto-resolve ffmpeg dependency so that Windows user can use the software seamlessly.

Expected Behavior

Some command that auto resolve the dependency.

Current Behavior

Please specify the current behavior (e.g. workaround, blockage, etc).

User has to manually resolve the dependency.

@Joly0 , you can take the lead for this one. On Linux I just do dependency list checking will do. The Windows user experience has to be further improved.

Adding to wish list because MSFT Windows is a complete mess when it comes to implementing the feature (WinGet vs Windows Store vs Chocolately, etc etc).

Too much drama. Until MSFT Windows settles their minimum requirements or we complete ticket https://github.com/hollowaykeanho/Upscaler/issues/34 with really no dependencies, it will be the lowest priority.

I suggest adding the following command in the documentation it would greatly improve the user experience on windows: winget install "FFmpeg (Essentials Build)"
