Add hover state in drawing object into drawlist

have the possibility to have the id of a drawing (for example a filled circle) in the drawlist when the mouse is hovered over it. this allows for example to be able to move it via drag and drop in the drawlist.

I am also currently hoping for implementation of "hover" states in addition to all of the same handlers and item states as drawlist, for all drawing items, such as draw_circle. Attempting to dynamically delete drawing items on a plot. I haven't tested this yet, but I believe a workaround to be inserting individual items into its own drawlist, and then getting the item state of the drawlist.
