Poor performance on mobile devices - loading and scrolling

A page with 7 buttons and 3 images takes 16 seconds to load with latest chrome on a note II. A similar page in the default dashboard loads in 7 seconds.

Also scrolling up and down on mobile devices is laggy (page height = 1.5 x screen height).

If multiple clients are showing the same page, performance also gets worse.
