Livery and Neon issue

Whenever I park a vehicle, the modLivery is set to 0,even if the vehicle does not have a livery. If the vehicle does not have a livery applied it should set it to -1. Parking a car with no livery and then when taking it out it has livery.

Neon problem: If all neons are enabled and I park the car, when I get out the car the only neon enabled is the back one. "neonEnabled":[false,false,false,1]
