Request to expand comment at top of exported SVG file to be more verbose.

  1. reformat comments
  2. add version number and build date to help trace back to a specific version in case of SVG errors or compatibility issues.
  3. add github project URL to make it easy for other people to find the software.
  4. maybe use GMT time instead of local timezone for privacy of the user?
  5. maybe get rid of the blank line after the comment?
