Having Trouble Creating Global Shortcut to Copy and Paste Previous Item in Clipboard

I am using macOS and am having trouble creating a shortcut for the above issue. Ideally, I want to have a global shortcut mapped to pasting the second to last item saved to the clipboard (regardless of tab). Invoking that shortcut should paste the second to last item and replace the current item in the clipboard. If the shortcut works properly, repeatedly invoking it should cycle between two clipboard items.
