Allow administrators to set password requirements

Sites on the internet will need password length and character rules. Right now, I can set the password to a single character and Turkle doesn't complain. There is probably a plugin that does this.

I noticed this seems to be built into Django 3 so an argument for upgrading

Closing this as Django supports password requirements now. Here is an example from their documentation:
