Setup automated builds and tags

@chris-barry Our dockerhub builds don't seem to be picking up new pushes, and it doesn't look like the github tags are working. The page needs a little love in general, happy to get started writing some documentation and working on the automated builds, but we should coordinate on irc2p about dockerhub access.

I'll be on IRC most of today. In the meantime, I'm going to manually trigger the build manually.

Ah ok I was mostly just concerned someone had access. I think the 0.9.30 tag I had at the time wasn't well received by dockerhub. Try it again when you get the chance, I I've updated it.

@voidzero no please, nag away! I'm pretty busy with work and often don't get around to things here unless prompted. I opened #20. @chris-barry have a chance to confirm this build works for you as well before I merge?

Looks like this never got resolved (or broke again). It would be great to see new builds on dockerhub.
