Boot subnet at 2.1 (and consolidate earlier epochs)

There is no need for the earlier epochs in a subnet. We can start up in 2.1 and delete anything that is dealing with pre-2.1.

#198 has changes to boot in epoch 2.1, but there is still work to clean up the other epochs.
