chore: README update around upgrading major versions

going by the README: https://github.com/hirosystems/stacks-blockchain-api?tab=readme-ov-file#upgrading

and the most recent release CHANGELOG (https://github.com/hirosystems/stacks-blockchain-api/blob/v8.0.0/CHANGELOG.md#800-2024-08-28)

it's implied that the DB would need to be restored since this is a major version change (7.x->8.x).

if that's no longer the case, the README text should be updated to specify when a DB restore may be needed during an upgrade (maybe that should be specified in the release CHANGELOG of something?)
