SPIKE: Speed up ordhook CI for pull requests [4 hours]

Recent runs are taking 22 minutes for the Cargo test step and 29 minutes for the Build/Tag/Push Image step. Can we speed either step up?

Research & Implementation spike. In scope:

Spend 4 hours looking into, and if possible implementing, any changes that can speed up our CI process.
